She holds a B.S. in Industrial and Systems Engineering from the <strong>Georgia Institute of Technology<\/strong>, followed by an M.S. and Ph.D. in Industrial Engineering and Management Science from <strong>Northwestern University<\/strong>.<\/p>\n<p>Swann currently serves as the <strong>A. Doug Allison Distinguished Professor<\/strong> and Department Head of the Edward P. Fitts Department of Industrial and Systems Engineering at <strong>NC State University<\/strong>, while concurrently serving as the <strong>Interim Assistant Vice Chancellor for Research Computing and Data<\/strong>. In her dual roles, she provides strategic oversight for an <strong>$8M+ departmental budget<\/strong> and directs the computational infrastructure supporting a <strong>$700M+ university research enterprise<\/strong>. Under her leadership, in the last five years, the ISE department has seen a <strong>70% increase in research expenditures<\/strong> and a <strong>40% growth in the student population<\/strong>, supported by the launch of a self-sustaining Master of Engineering Management degree and a strategic modernization of the curriculum in computing, data analytics, and AI.<\/p>\n<p>Prior to joining NC State in 2017, Swann spent 15 years on the faculty at Georgia Tech&#8217;s School of Industrial and Systems Engineering. During this tenure, she co-founded and co-directed the <strong>Center for Health and Humanitarian Systems (CHHS)<\/strong>, an interdisciplinary research hub that established a global conference spanning four continents and provided specialized education for practitioners and degree-based engineers alike. Her research at the center pioneered the use of engineering systems to optimize humanitarian logistics and vaccine distribution, leading to her appointment as a Senior Science Advisor to the <strong>CDC during the H1N1 pandemic<\/strong>.<\/p>\n<p>A recognized leader in her field, Swann served as the <strong>2024 President of INFORMS<\/strong>, where she facilitated a global strategy that increased the society&#8217;s publication reach 10-fold to over <strong>34,000 libraries worldwide<\/strong>. She is an elected <strong>Fellow of AAAS, AIMBE, IISE, and INFORMS<\/strong>, and her expertise has been featured in over <strong>2,000 media outlets<\/strong> during the COVID-19 pandemic. Throughout her leadership, she has remained dedicated to cultivating inclusive environments and supporting faculty, staff, and students in solving complex, large-scale challenges with a focus on innovation and impact.<\/p>\n<h2>Health and Humanitarian Research<\/h2>\n<p>Swann is the 2022 President-Elect of INFORMS and a Fellow of IISE, INFORMS, and AIMBE as well as a research leader in using analytics and system approaches to enable healthcare and supply chains to become more efficient, effective, or equitable. Her work as a systems engineer with analytics skills spans public health, public policy, epidemiology, infectious disease, supply chain management, and disaster response. Recent activities include:<\/p>\n<div>\n<div class=\"col-sm-6\">\n<ul>\n<li>Conducting analytics to reduce adverse events and unplanned admissions to hospitals and skilled nursing facilities for the Medicare system, as part of a data innovation team in the 2019-2020 CMS national innovation challenge. This work includes examining the role of the CMS quality ranking systems on adverse events and unplanned admissions.<\/li>\n<li>Leading a team selected by the CDC and the Council of State and Territorial Epidemiologists to develop forecasts and decision models to support state decision making during the Covid-19 pandemic in the US.<\/li>\n<li>Analyzing the disease&#8217;s epidemiology and public health impacts the spread of a pandemic, including influenza (2007 to current) and Covid-19 (2020 to present).<\/li>\n<li>Educating practitioners from non-profits, industry, government agencies, etc., that conduct emergency management and disaster response on crucial aspects of supply chain management.<\/li>\n<li>Quantifying the return on investment from decisions by state agencies to improve pediatric asthma.<\/li>\n<\/ul>\n<\/div>\n<div class=\"col-sm-6\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-29933\" src=\"https:\/\/ise.ncsu.edu\/wp-content\/uploads\/2019\/06\/julie-swann-research-health-humanitarian-01-600x551.jpg\" alt=\"Julie Swann discusses her health and humanitarian research\" width=\"600\" height=\"551\" \/><\/div>\n<div class=\"clearfix\"><\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<h2>Collaborations<\/h2>\n<p>Swann has collaborated widely with organizations such as:<\/p>\n<ul>\n<li>The American Red Cross<\/li>\n<li>The Carter Center<\/li>\n<li>CARE USA<\/li>\n<li>The Centers for Disease Control and Prevention<\/li>\n<li>Children&#8217;s Healthcare of Atlanta<\/li>\n<li>Emory University Hospital<\/li>\n<li>State Departments of Public Health<\/li>\n<li>and many other companies<\/li>\n<\/ul>\n<p>Worldwide, she has contributed to the education of thousands of practitioners in health and humanitarian systems through the co-creation and teaching in a professional certificate program at Georgia Tech.
