Bio

Doug Moser retired in 2024 as Chief Engineer and an Acquisition Corps official with the Department of Defense. From 2010 to 2024, he served in the Biometrics Project Management Office. During that time, he supported the Program Executive Office for Intelligence, Electronic Warfare and Sensors. Additionally, he earned the highest certification in three DoD acquisition fields. As a result, he led engineering and technical activities for government employees, contractors and vendors. After retirement, Moser served as a DoD Special Government Employee during 2024 and 2025. In that role, he worked with the DoD Chief Information Officer in the new Customer Experience Office.

Earlier, Moser worked as a consultant for IBM, Cap Gemini Ernst & Young and LMI. There, he advised commercial companies and Department of Defense clients. Before that, he served in the United States Marine Corps from 1979 to 1998. He qualified as a Naval Aviator and flew the F/RF-4 Phantom. Meanwhile, he earned a Master of Science in Operations Research from the Naval Postgraduate School. He also received a Bachelor of Science in Engineering Operations from NC State University in 1980.

Now retired, Moser lives in Gainesville, Virginia, with his wife, Pam. In addition, he volunteers in his community on a technical task force. He also enjoys golf, model trains and travel. Most importantly, he values time with family, especially spoiling his five grandsons.
